Lausanne, December 4. Interest in the Conference, which was recently waning, has been revived by the opening of the discussion on the freedom of the Straits by territorial and military questions from the commission.

Four Russian delegates, Chicherin, Rakovaty, Varofsky and Di, the laat-nated & Georgian, are participating.

Expenditure in Billions.

The estimates for 1923-1924 showed an excess of receipts over expenditure of one hundred and eighty-one millions, compared with an estimated deficit of two hundred and seventy-four-million in the current year, which, however, he hoped to see greatly reduced during the remaining seven month.

He predicted a postal surplus of nearly a million dollars in 1924 instead of the usual deficit.
