NON-CO-OPERATION IN INDIA.

The Non-Co-opera3n Sub-Committee has returned from a tour of the country. The members report the, the country is not pre- pared as yet to embark on mass civil difebedience, but favours disobedience on a limited scale. The members support the abandon- ment of the boycost against legislatures, Government and educational nistitutions and Jaw courts. The Sub Committes is evenly divided regarding participation in the alaturca. Half far- our capturing the legislatures with a view to obstructing and paralysing the Government: the remainder opposes the abandon- ment of the boycott of Councils as insplying a serious set-back to the movement.

The Sub-Committee urge the organiÁtion of indian Labour with

a view to preventing economic exploitation by capitalists and foreign- ers. The majority are opposed to Mr. Gandhi's opinion by favouring the boycott of British goods only as against foreign goods.
