Reuter's Paris correspondent announces the contemplated separate treatment by the Allies of the question of the Straits in connection with the Near East peace settlement, to which the Sovie: Government has promptly objected. THE REPARATIONS PROBLEM.

Paris, Oct. 21.

The French memorandum on the subject of securing reparations from Germany has been handed to the Reparations Commission. The proposals favour that a Committee of Guarantees proceed to Berlin and impose upon the German Government or prohibit certain determinable measures; als measures for the supervision of re- venue and expenditure, or the immediate stopping of the export of capital.

It is proposed that the Committee be entitled to all information regarding German frances. Other proposed measures include strict financial contral, placing the Reichsbank under Allied control. Germany shall continue to levy at least 25 per cent, on exports, which. with customs and export duties, will be under the supervision of the Committee of Guarantees and seizable if the Reparations Coma- mittee considers Germany is not fulfilling her obligations.

The desirability of adding German as the official language alongside English and French was discussed at the International Labour Conference on the proposition of M. Jouhaux, representing the Confederation General du Travail; but the proposal was rejected by 14 votes to 12. Mr. Adatchi recommended adherence to English

and French alone.
