may be advanced and facilitated, each Government member of the In- ternational Labour Organization should undertake the embodiment in seamen's code of all its laws sad regulations relating to wea- men in their activities as such. Japan sets forth that it already possesses a compilation of Mari- time Laws and Regulations (Kaiji Koki Raisan), edited by the ship- ping Bureau of the Department of Communications, and private publications of maritime laws.
