BOLSHEVIST SCHEME TO EXPORT GRAIN,

A proposal to export grain from the proceeds of this Fear's harvest recently made by the Bolshevists is being bitterly fought over in Moscow. Its sup- porters maintain that

five hacdred million goods (over eight million tans) should be exported costs. In view of the known condition of Russia they fear opposition to the scheme from abroad, and no they have decided to prepare public opinion in England and America by proclaiming that the Russian corn-bias 'are tursting. and that the 1922 harvest falls little short of those of pre-war days. Commissars and special Soviet writers have been mobiliz- ed for this task. figures *re falsified, and the Press ordered to proclaim the success of the harvest. Brukbanoff and Offinsky declare that the harvest of 1922 will geld three thousand million poods (about fifty million tons). and an excess of sight hundred million can be exported to Europe without Russia feeling it. Yet statistics show 20

alarming decrease of the sowing area, which has fallen to 25 per caut, and in certato districts to 16 per cant of pre-war times. The barvenÍ CAD- not possibly suffice to cover the needs of the Russian people and yield a sufficient amount of grain for expert. Meanwhile the ex- tortion of grain from the peasants goes on... Two hundred and sixteen persons have been sent to prison in one district alone for

resisting the tax-collectors.
