PORT OF MANILA. 'Business is on the uplook in Manila, according to Mr. 3. R Armstrong, general-agent for the Admiral Line at that part. Mr. ÄTDEÉTONE KAve it as his opinion that imports between the United States and the Philippine Islands are bound to increase within the future.
AUSTRALIAN LABOUR AND THE
*BQ SLOW* SCHEME. The Australian Labour Party | has come to an important decim ( jin regard to the scheme advocaj- ed by the recent conference of sixty-two trade unions here and recommended by them for adop- tion by all' Australian trads unions. This scheme involved a policy of "go slow" and "measure for measure,” as a means of opposing reductions of wages and : altered working conditions. The scheme is now officially repudiat. ed by the Labour Party.

TURKESTAN CITY MAY BE OPEN PORT. which recaired some days ago The Chinese Foreign Office,
recommendation from the Governor of Sinkiang, or Chinese Turkestan, that the city of Tihwa be made a free city for trading purposes, still has the matter under consideration. This rec- ommendation was made us a result of the urgings trom the Russians that the now almost contraband trade relationa be- tween the two countries be made legal by action on the part of the Peking Government
BIGHER US. FREIGHTS TO THE ORIKST.
Higher freights to the Orient are causing buyers in the Far East to hesitate about placing orders in the U. S., tut Dover- theless the market is sending numerous inquiries and some new business has been placed. The regular lines are already booking for November shipment and space in the interim is practically all taken. The rates snoounced effective Oct. 1 are being general- ly maintained, although some shippers state they have offers of $11.50 for large squares and #10.- 50 for small squares. Indications are that most of this season's grain surplus will move in parcel lots.
NO DIMINUTION IN U. S. LINERS TO THE FAR EAST.
Mr. A. F. Hainer, head of the Foreign Service of the Pacific Steamabip Co. who has been in Washington, D. C., conferring with the Shipping Board, pot st rest rumors emanating from rival ports that one of the five $8,000,- 000 passenger liners would be withdrawn and the service from Seattle to the Orient cut to four ships. Mr. Haines said that if there was any change in the al- location it would be to give more ships to this gateway, as the company is making a most credit. able showing and support is being given to the line. The Pres- ident Grant, one of the Shipping Board's Trans-Pacific liners, os ber last voyage made the trip from Yokobama to Puget Sound in nine days fist, equalling the per- formance of the sister ship, the President Jackson.
