'US. TARIFF BILL AND SHIP
REPAIRS.
The more carefully the Tari Bill, as amended by the Senate, is examined, the more it is de- nounced by newspapers' which are ordinarily supporters of SUÍÏ protaction (writes the Washing- ton correspondent of the Londou Morning Post). One of the Senato amendments imposes a heavy fine upon owners of vessels making repairs is a foreign port not 'dus to stress of weather or accident. A suci equivalent to 30 per cent, of the cost of the repairs must be paid into the Treasury, the pur- pose, of course, being to prevent repair work being done abroad and to provide work for.S. yards. But, as the New York Tyler, a Republican newspaper, believing in high protection, remarks, the iamendment is vicieus and danger- ous. It is anti-American and anti-bomane legislation. Besides being a foolish restriction on the economic handling of U.S. vessels. the Tribune points out that a shipmaster will let his machinery
down and his equipment eteriorate. and take chances with the lives of his passengers and bis vessel, rather than pay bra exorbitant tax. Here is nother instance, the paper elds.
* protectioni run wild. and is another reason why the bill bould by further revised or veroed if i ongress will not parge of its misjudgments azd Avagances.

CONSULAR SENSATION AT
NEWCASTLE
A notice was posted at the U.S. Consulate in Newcastle-on-Tyne, yesterday, stating that instruc- sinos from the Consul-General in Londoa advised that the British Government had suspend- ed or revoked the exequaturs of the Consul and Vice-Consul at Newcastla-on-Tyne. Therefore the office was closed for the time being. Our corr. spondent earns authoritatively that the closing by the United States - Government of the 'consulate is due to the fact that the US Consul at Newcastle-on-Tyne has ben relieved of his duties. Hie exequatur has been withdrawn by the British Government on the allegation that difficulties have been put in the way of the vising of passports to passengers who failed to promise that they would travel on American veseels. The action Was taken fter the U.S. Government bad been duly notified of its intention,
under partly
the terms of the Acglo-American Com- mercial Treaty of 1815, and partly under a recognised principle f international lax that a Govern- meatran withdraw the exequaturs of foreign Consols wherever in its judgment it has reasonable CABEA 10 do so. In 1850 the U.S. Government similarly revoked
the exequaturs of the British Consuls in New rati, because these Consuls were York, Philadelphia, and Cincio- alleged to have helped recruithg for the British Army in the United States.--Journal of faut- mergy (Liverpool), Sept. 4.
