The Chinese Ministry of "Agri- culture and Commerce is in re- jesipt of,s' oxble from the Chinma Minister at Havana to the effect |that China is invited to a World |Cotton Conference to be held in

the Cubab capital in October.

RAW,COTTON EXCHANGE. The Monks Dogyo Kai, which has been engaged in the question of establishing an Osaka Ra [Cotton Exchange,beld a directors" meeting recently and decided to apply to the authorities for per masion to establish it. The Nippon Kaisha and the Toyo Monka Kaisha were elected as representatives of the companies concerned and their heads will proceed to Tokyo and do what is necessary for obtaining permis- sion. The necessity for the ex- change and its próposed working system are set forth as follows: The reasons for asking permission for the establishment of the Ex- jcbsage are. (a) The total con- sumption of raw cotton of this country amounts to about?,000,000 bales per sanam and the quote - tions differ on many occasions from those in America, - India and other places of production. In other words, quotations for raw cotton in this country" are some- times beyond the influence of the New York and Bombay raw cot- ton markets. If the Japanese raŸ cotton market is not governed by the foreign markets, it is absolute- ly necessary that an independent exchange be established in this country. When a raw cotton ex- change is eatablished and the quotations are regulated, it will be convenient not only to the desiers of raw cotton in this country but to those of China, |* | Bombay, and New York as well. Indian and American cotton, which is imported into China, willbe purchased at the raw cotton exchange in this country, which will bring prosperity to the raw cotton business of Japan. (b) The fundamental reason why this country must base a cotton ex- change is that it is now one of the most important users of cotton, and the site of the ex- change most be placed at. However, the Exchange bas proved quite incompetent to handle the raw cotton business so it is absolutely recessary establish cotton exchange at Oзats as proposed. The matter is one of whether the authorities attach any importance to a great national industry or whether they prefer to protect the right already obtained by the Sampin Exchange for the sake of adhering to the [letter of the law.
