THE RUSSIAN PROBLEM.

The Political Sub-Commission lengthily discussed the Russian reply. Hitherto there has been no rupture, but it adjourned for a few hours after speeches in which M. Barthou categorically opposed Mr. Lloyd George, whom Signor Schanzer supported.
Mr. Lloyd George initiated the discussion and, after describing the Russian reply as provoking and unsatisfactory, spoke on the lines.cabled yesterday, proposing a truce with the cessation of pro- paganda and the appointment of Commissions, including Russians. An impressive military ceremony marked the funeral of Major Jiro Kawase at Golders Green crematorium. The cortege, escorted by

English and Welsh railways announce an important reduction in goods rates, which should powerfully promote a revival in trade. The percentage increase over pre-war rates has been reduced in many cases by 25 per cent, while collection and delivery charges are cat 50 per cent.
