THE GENOA CONFERENCE.

CQD-

Genos, May 11

obtain The Russian reply complains that the effort to sideration of the most important problem of credits and loans has ocen ignored by the Allied memorandum, which, however, seeks must to impore ou Russia the condition at the outset that she accept all liabilities. It contends that Russia's good faith regards the settlement of debts is demonstrated by her desire not o assume engagements of which she is incapable of carrying out.

The reply further complains that Russia has been singled out for ostracism, although the ether States at Genoa repudiated their debts and confiscated private property. The Powers' attitude towards Russia is attributed to a desire to defeat Soviet ideals. It It stresses the impossibility of permanently isolating Russia. paints cut the uselessness of credits if the Government is not assured of the necessary means to assist production.

probibition as regards The reply declines to accept any propagenda unless such is illegal, and expresses willingness to discuss Russo-Rumanian relations at an opportune moment. Russia as an unconquered State, objects to the tone adopted towards her at Genoa.

2.3 regards the The reply concludes with an optimistic note surmounting of differences and reiterates Russia's conciliatory intentions.

The Belgians think the Russian reply unsatisfactory, insamuch that after a week has elapsed, it is indefnite. They mention that if a split occurs it will be the Russian's fault, because Signor Schanzer's formula for article seven had brought Russia into very close agreement with the other Powers.

The other delegations apparently consider the answer renders further negotiations difficult. The Russian desire for peace, huv ever, has produced a good impression generally.

The barden of the Russian reply is a long defence of the attitude of repudiating public debts and declining to restore private +H❘ property, also an insistence on reciprocity in the matter of concessions. Nevertheless the communication ends up in accepting liability for public debts condition.lly upon loves caused by foreign interven- Ition and blockade being recognised. Moreover, foreign owners' property no nationalized is entitled to esjoy a preferential right where the property was granted as a concession. Objections are raised to the proposed Mixed Arbitral Tribunal as being certain to be not impartial. The appointment of a Mixed Commission of experts is suggested, to consider the solution of financial difficulties between the Powers and Russia.

IRISH POLITICS.

London, Mar 12.

The report of the two sections of the Dail Eireann Peace Committee show that the recent negotiations failed, owing to the refusal of the Republicans to accept as a basis of discussion the docament admitting that the majority of the people were in favour of the Treaty. Both sides were apparently prepared to agree as regards uncontested elections, but the anti-Treaty party's proposals included the re-election of the present Dail without this involving, the settlement of the Treaty issue. The pro-Treaty section pro- posed the formation of a Coalition Government after the elections.
