RAILWAYS IN CHINA. When interviewed by the top- resentative of the Asiatic News Agency in New York, about the Chinese railways, Mr. G. M. Walker, of that city, who w formerly a resident in China for ten years, remarked "I have Icalled attention repeatedly in the past to the fact that Chinese prosperity depends upon the con- struction as soon as possible of many thousand miles of railways. It is impossible for industry, and commerce to flourish in advance. of transportation facilities. Such facilities must be furnished before industry and contmerce can grow or thrive. Now the chief. obstacles to the construction of railways in China is the imperial policy of Government Ownership and Operation which was adopted by the Manchus and which the Republio has inherited from the late Mancha Dynasty. What the Chinese people mustrecognise is that Government Ownership and Operation of Railways, and father Public Utilities, is natural

under

an Imperial form of government but is unnatural on- der a republican form of govern- ment. If the Chinese have thrown out the Imperial form of govern- ment they must now discard the monarchical, or imperialistic, system in connection with their railways if they are to have pros- parity and development of their commerce and industry. Govern- ment ownership and government operation should be transformed to private ownership and operation, Can form of government, and which is in accord with a repud which is particularly in accord with Chinese genius and Chinese individuality. Particularly must the construction of new railroads be turned over and granted to private companies, and arranged so that small lines can be built
