The report of the Pilferage Committee appointed by the Chan ber of Shipping of the United Kingdom states that in the year after the armistice the claims paid by shipowners exceeded the pre-war payment average by twentyfold. It deplores the lusa-warmufas of the police in assisting in the detection of thieves and the tracing of receivers. The report recommends a greater use of tallies, closer watching, restriction of access to the cargo holds of ships while in port and that the authorities should accept full responsibility for all cargo not removed from the transit sheds within seventy-two hours of landing.
