It was now, however, proposed to widen these terms of reference 20 that discussions might take place on all questions relating to the cos! trade, such as dock charges, & regular working of colliers, and prompt loading of vessels. In regard to the last matter it ap- peared to be now generally ad- mitted that the root of the evil was the present system of work- irg only two shifts instead of three. He pointed out that it had been ascertained that the ex- ports of coal from South Wales as cargo to foreign destinations last month were at the rate of 23 million tons per annum, as "com- pared with 28 million tons in the record year of 1913. Great sacrifices hid, and were being made to expand the export trade and recapture the lost markets, and to his mind it would be a sad reflection if, after all their ab- zieties and experience, any con- ditions were permitted to stand in the way of such a wage producer and so great an economic factor an export of coal.
