The Afghan delegates, in Sinkiang, since the conclusion of the Anglo-Afghan Agreement, jhare made fresh overtures" to China with the object of opening negotiations for a commercial agreement between China and Afghanistan. The matter is under the consideration of the Chinese Government, but no decison has yet been reached.

A New York message of the 2nd. inst. states:-The American Bankers' Association has made public hopeful statements from prominent bankers as follows:

Mr. E. D. McAdams, president of the association, said: "The future of business and finance in the United States is encourag- fing."-Mr. J. Pulslicher, vice- president of the association, said:

The strangest factor in the present situation is the growing strength of the banks"-Mr. J.C. Lonsdale, president of the National Bank of Commerce of St. Louis said: The time for anxiety seems to have been entirely passed and the middle of 1922 should see recovery well established. Mr. J. A. House, president of the Guardian Savings and Trust Company of Cleveland, said: "Labour must bear its fair share of the future deflation."— Mr. R. S. Hetch, president of the state bank division of the Amer icas Bankers' Association, said: · It is our belief wo will not have real prosperity until some kind of economic rehabilitation is accom- plished in Europe."

According to the official report of the "Foreign Commissioner at Ningpo to the Civil Governor of Cheklang. the merchants and people of Ningpo oppose the establishment of a Stock Exchange a: that port by Mr. Miller, a British subject, in conjunc- tion with certain Chinese. They base their opposition on the

io dabce with the regulations issued by the Ministry of Agriculture and Commercein Peking, only Chinese are permitted to establish Stock Exchanges in any parts of Chirs including the various ports which bave been thrown open to foreign trade and residence.

The mem- bers of the Chetiang Provincial Assembly held a special session, tbe other day for the discussion of this subject. They came to the conclusion that the Sino-Foreigo Treaties of Commerce do not give the right to foreigners to open Stock Exchanges in any parts of the Chinese Republic. In conse- quence, the Foreign Commission- er at Ningpo has been instructed by the Civil Governor to com- manicate with the British Consul at Ningpo and, ask him to close op the said Stock Exchange with out Jelay in order to prevent serious trouble with the natives.
