The December-issue of Austers Commerce gives a comprehensive. view of the present conditions of trade in Japan and the Bgurös RID nos rosy. There has been a stamy expansion of imports" and a decline in the country's gold resources. There has consequently been an effort to limit production. and control prices, with the result that the warehouses are full of goods.

COAL TRANSPORT CHARGES At a meeting of the Newdasile" Chamber of Commerce, a member referred to the decision of the Advisory Rates Committee whereby coal, coke and patent foal will be classified as one class a both for home consumption and for shipment abroad. The stan» dard would be fixed, and after that exceptional cases- would be sub- ject to bargaining. The coal trade as a body had taken the mat- up. gad he suggested that the Chamber of Commerce should also take action in the matter. Coal prices were faling. and wages were falling, and yet prices were still far below the costs of production. At the pres ent time coalowners were paying three to four times what they were paying in prewar times, and as everything else was com- ing down, railway rates'should too. It was a very serious mat- ter, too, to all-works-in the dis- trict as well as to the coal trade and was undoubtedly a matter, for the Chamber of Commerce to take up.

Mr. Stanley Baldwin, President of the Board of Trade, speaking at Liverpool, said: "So. far as could be seen in the Board of Trade there were more indications of improvement in trade than. there were indications to the con-- trary. They were advised that in the United States it was con- sidered that the corner had been turned. In India they were told the bottom had been reached. There was an excellent inonsoon, which generally, meant that the purchasing power of the country would improve in the ensuing season-There were signs of a revival in Japan, which wide' the first country to fool the slump.
