Washington, Dec. 3 The report of the Sub-Committee on Drafting relating to radio stations for China says:

All the radio stations on Chinese territory operated by foreign governmenta or subjects under treaties or concessions shall limit the messages sent or recaived by the terms of the treaty or concession under which the respective stations are maintained. Any radio station maintained without the authority of the Chinese Government shall be transferred to China, to de operated under the direction of the Chinese Ministry of Communications, against compensation to owners for the value of the installation; as soon as the Ministry is prepared to operate the same effectively for the general public benaût. Should any question arise regarding the radio stations in the leased territories, the South Manchuris railway zone or the French concession in Shanghai, they shall be regarded as matters for discussion between the Chinese Government and the govern- ments concerned. Owners or managers of all foreign radio stations shall confer with the Chinese Ministry of Communications for the purpose of seeking a common arrangerment to avoid inter- ference in the use of wave lengths by the wireless stations of China, subject to such general arrangement as may be made by the International Conference convened for the revision of the rules All persona desire harmony of established by the London International Radio and Telegraph Can-mind and body. Dr. Wellington Koo made a statement as follows: At a meeting of the Committee on Pacific and Far Eastern questions on Dezember 3. Mr. Hanihara read a statement patlining the position of Japan with reference to the leased territories at Kiaochou, Kwangtung and the Peninsula, namely Port Arthur and Dalny. The declaration that Japan succeeded Germany in the leasehold of Kiaochou under the Treaty of Versalles is obviously one unilateral in character, to which China not being a party to the Treaty cannot be expected to subscribe. It is, however, gratifying to note a refer- ence to the fact referred to in the statement that Japan obtained her leased territories not directly from China bat from other Powers at considerable sacrifice in men and treasure, because this assurance appears to coram the views of the Chinese delegation that the maintenance of foreign leased territories in China jeopardises the peace of the Far East. It will be recalled that Russia's posarasion at Port Arthur and Dalny and Germany's possession at Kiaochou eventually brought about two wars on Chinese territory and resulted in the installation of Japan herself in these leased areas. As regards the leased territory of Kwangtung Province its original term will expire in 1925, and while Japan obtained an extension to ninety-nine years in 1915, this was obtained in such circumstances that the dispute about its validity remains one of the gravest out- standing questions between China agd Japan.
Dr. Wellington Koo pointed out that national safety and security of economic life vitally depended on the safeguarding of Manchuria as an integral portion of the Republic. He declared that if the propinquity of Manchuria to Korea justified a claim to consideration it could only be equitably appealed to on the condi- tion of reciprocity. As regards the statement that America. Britain and France had undertaken to safeguard Japanese interests in Manchuria. Dr. Wellington Koo was not in a position to express an opinion regarding its accuracy since China had not been cos- aulted. In any case such assurance would be irreconcilable with the principle adopted by the Conference on November 21. of respect for the sovereignty and independence of China.
