RESTRICTIONS ON MERCHANT OFFICER RECRUITS. There is a strong movement at Home to urge on the President of

the Board of Trade the necessity of restricting to the requirements

of the Merchans Service the ssue of certificates for Second Mate. In addition, it is proposed to request the Board of Trade to zive early consideration to the | following_matters, namely;— (a) · The desirability of instituting an amination for Third-class Engineers, and (b) The practic- abulity of euforcing the principle of competitive examinations for certificates of competency in respect of Second Mate and Third- class Engineer, the number of certificates issued to be regulated by the requirements of the Service.
