The Communica- tions Department is expected, to sell these ships at a convenient time, considering that it is very inconvenient to run only a few State ships; when Britain and France are both selling the "reparation" ships.
RESTRICTIONS ON MERCHANT OFFICER RECRUITS. There is a strong movement at Home to urge on the President of
the Board of Trade the necessity of restricting to the requirements
of the Merchans Service the ssue of certificates for Second Mate. In addition, it is proposed to request the Board of Trade to zive early consideration to the | following_matters, namely;— (a) · The desirability of instituting an amination for Third-class Engineers, and (b) The practic- abulity of euforcing the principle of competitive examinations for certificates of competency in respect of Second Mate and Third- class Engineer, the number of certificates issued to be regulated by the requirements of the Service. She is a sister- ship of the "State" class, banding at the Bremer yard, the latest of which, the Wurtemburg, WAS lacoched at the beginning of August. Owing to confusion with the battleship of the same i nama she was last year believed to have been sold to Holland, Tha German authorities at present deny that she was laid down, let Falone launched I
