PEKING-BUTYUAN LINE. Extension of the Peking-Sul- yuan railway to Pastan is to begin in a few days, according to a report from Paking.

In April the big United States Steel Trust announced a seriös of price reductions. This long-look- ed-for move by the Trust will undoubtedly mark a turning point in the American steel trade. Recently production has been at a vary low rate, and exportation has been amall, relatively to the.. producing capacity of the Ameri- esn steel industry, and compare" tively with the world's domand forsteel. open out important possibilities. FREIGHT TRAFFIC OF CHINESE EASTERN RAILWAY.

The following is a statement made by Mr. K. Usami (Traffic Manager, the S.M.R. Co

It is true that the Chinese Eastern Railway; in cooperation with the Ussuri Railway. has lowered the freight tariffs and the sundry wharf charges in order to attract goods along the railways in North Macchuria Such may be looked upon as a businesslike course adopted by the Railway Management. This effort on the part of the Chinese Eastern has affected the S.M.R. Co. traffe to some extent. The fact that the S.M.R. Co. trafic receipts since last April have shown a decrease from the preceding.fiscal year cannot be | ascribed wholly to the diversion of North Manchorisa goods to the Chinesa Eastern Railway. The special increase of the previous year's earnings was partly due to the exceedingly splendid freight returns for the winter. Since the practical close of the produse season, ths Railway Management bas been economically regulating the transport capacity of the lines and carrying goods accordingly. This difference has resulted in widening the margin between the earnlog" of the two fiscal'years. It seems that the Chinese Eastern Railway has been approached by the South Manchuria Railway as regards the freight tariff for the Harbin Kwanchengtzu Section. and when this question is settled, the S.M.R. Co, too, will intro- duce a reduction in the freights. Bat, it would ba bigbly ill-advised for the Chinese Eastern and the South Manchuria Railways to be ecgaged in a harmful competition for securing more freights, at considerable sacrifices on either side. It would be wiser to work

for the increase of the produce in North Manchuria. In this sense, an early construction of the Harbin Heihe Railway in project for the exploitation of the natural resources of that part of North Manchuria and Siberia may be considered as urgent.
