CONFERENCE ON COAL DISPUTE.
Premier Outlines Proposals for a Settlement.

London, May 27. A momentous coal conference met at the Board of Trade at noon" Public interest ad anziaty were evidenced by the large crowd outside the holding. Mr. Lloyd George, who was accompanied by Sir Robert Horne, Mr. Bridgeman, Mr: Baldwin, Dr. Macnamara and Mr. Brace, appeared in the best mood and remarked as they entered: "It should not take so long to-day."
The conference, which the Premier addressed, lasted three- quarter- of an hour, after which the parties separated to discuss tha polition individually. The Premier's speech outlined the Govern ment's proposal or namely a temporary settlement whereby wages would be scaled down gradually to an economic level, the deficiency being made up from a comp site fund consisting of £10,000,000 fram the Government, which could ot be increased, and the contribution involved in the proposal that the owners forego profits for the period The Government's offer depended upon agreement being reached either in regard to the actual terms of a permanent settlement or the machinery which would determine those terms. As regards a per- manent settlement, he suggested that if the parties saw no immediate prospect of agreeing in regard to figures, they should at any rate agree definitely in regard to the machinery whereby the figures could be determined.
THE SILESIAN QUESTION.
M. Briand Elaborates France's Position.

Paris, May 24 (delayed). In the Chamber M. Priend, explaining the French viewpoint about Upper Silesia, recalled that the Germans introduced into the plebiscite areas before the vote 180,000 natives from tipper Silesia, who overstrained the result of the plebiscite. M. Briand asserts strongly that France always has intended the strict execution of the Peace Treaty, and never wanted to grant Poland the areas which voted for Germany, but in the mining districts where the workers gave a majority for Poland, German business men with big interests Cannot prevail. France will not make any difference between the poor miners and rich owners.
M. Briand also recalled that the Sesina insurrection broke out in consequence of news alleging that Polish rights would not be ergored. Erance did all ber duty to protecting German guous and "subjects M. Briand declared that, in order to avoid a European war he warned Germany not to intervene in Upper Silesia. Germany understood and cave satisfaction to the French request. Concerning recent differences which seemed to have arisen with the English Premier. M. Briand concluded: "The palicy I will practise is union with all the Allies. I have the strictest confidence that this will go far to assure world-

German Ambassador's Assurance to French Premier. In response to a message from M. Briand last evening, the German Ambassador, Herr Mager, visited the French Premier, after which be wired to Berlin, and this morning conniemed that the Ger- man Government had taken the strictest measures in order to close the German frontier toward Upper Silesia, to dissolve the irregular
German forces and to establish martial law in the contested districts. A report from Oppeln states that the action of the Inter- Allied Control Commission has been brought to a halt by the German drive against the Palem--Hints.
