KIRIN'S MINERAL PRODUCTS,

There are numbera. of coal- mining districts in Kirin: Unfortunately, modern mining methods are conspicuous only 'by their absence and primitive practices, coupled with the Hoancial inexperience of the pro-" moters, canse the failure of many. companies. The capital of the companies varies from a thousand dollars to ร hundred thous- and dollars, The Tung Yuan Mining Company has a capital of $100,000 and is located at MaChio Chow. The Pao Chih Company at Ho Shih Lin Tse is maintained with a capital of $100,000. "These are the only undertakings which conduct their enterprises or a large scale and which have sufficient reserve funds. The former has an annual output of 6,500 tona and easily

ranks as the highest-producing mine. There is little coal of superior quality in Kirin. Generally it is bituminous, soft, weak, and of a dull appearance. It is slow in combustion and is unfit for steamy purposes. Most of it is trans- ported to the big towns or to the nearest railway stations. Kirin, Pinkiang and Chang-chun are the venues of concentration, the Kirin Chang-chun and Chinese Eastern railways being used in transportation. Quality and locality have to be con- sidered in arriving at the price of the coal. On an average it is:

Kirin, $5.50 per ton, Changchun, $5.20 per ton, and Pinking. $5.70 per ton. There is little local demand firewood. is mainly used as fuel-and the low quality ofthe product and the high transportation charges mil- itate against its export.

This question concerns our settlement there, but in reality, it has to be taken for granted that it affects not only home and Manchuria but also China proper, and the Chinese people therefore, labour- ing under the delusion that Japan intende to

conquer Chine economically upon her Own principle, will, it is feared, avail themselves in the matter for anti- Japanese movements. The com- plication involved in the recent change from silver standard to gold standard tends to present க factor likely to create further troubles. The Cabinet in consequence is contemplating to issue instructions to the Govert mant-General of Kwantung for the restoration of the silver standard, unless the complica- tions are checked with the question of gold standard un- modified.
