It is needless to say that the Anglo-Japanese Alliance ig indispensable both from the moral and political standpoints. There- fore, the Governments and states- men of the two countries must always endeavour to protect the common interest and eliminate, as far as possible, causes of frlotion. There is no treaty alliance with respect to which the parties are entirely at one in every respect. In fact, if there were no points of difference there would be no neod for alliances or agreements, writes, Mr. Ozaki Yukio, M.P., in the Outlook (London).

But an alliance should not be left inactive and unchanging with changing conditions. Politicians and leaders of thought must at all times endeavour to maintain and keep the usefulness of the alli- ance abreast of the times. For this purposo, it is most essential that the authorities of the two sountries keep in close touch and perfect understanding.
