It was also contemplated to roduce or abandon air ship buil dog in the civil sphere, and if any private company would come forward and undertake to use them for commercial purposes the airships now possessed by the Ministry would be handed over to them on most favourable terms. Owing to the physical nature of these islands he did not think that civil aviation would ever develop to any extent. There was. however, one route of civil aviation that must be kept open and developed, and that was the route between Lon don and Paris and the Continent generally. First, they had the right hon. gentleman a Secretary for War Secretary for the Air; now they had him as Colonial Secretary and. Secretary for the Air?
He was rapidly becoming what. Rudyard Kipling would call a "Political Harumfordite - (laughter) and later they would' probably sea a picture of the right hon. gentleman wearing a wide- awako Colonial hat, smoking a corn-cobpipe, and leaning against an aeroplane.
if 18 millions was to he spent un Colonel Newman declared that
the Railway Air Force it was a very niggardly policy to allocate only one million for such an in- poriant service as commercial avi tion.
Sir D, Muchan expressed the deapest alarm at Mr Churchill's speech, because the right hou. gentleman bad indicated that he hoped at any rate for some time to come to prosida over the de stinies of the Air Service. Yet the right hon. gentleman was going to Egypt.
It was one of the greatest aff- rante which had been offered to the House during the last twenty five years to propose that the Air Estimates should be proceeded with in the absence of the respon sible Minister,
Mr. Churchill, in reply, said he had been requested by the Go- vernment to take over the re- sponsibilities of the Middle East. This involved an expendituro in the coming year of 30 millions, and he was endeavouring to make a great curtailment of the expenditure. He could not pos- sibly do that unless he could see the men on the spot.
In Committee Mr. Bonar Law aid the whole question of Mr. Churchill retaining' the office of Air Minister would be kept in suspense until after the right hon. gentleman's return.
The vote of 39,880 men and a vote of £4,794,000 for pay of the Air Bervice were formally agreed to, and progress I reported.
