THE COAL STRIKE.

Owners and Miners Meet Government.

London, April 22. The joint Conference between the Government, the mineowners and the miners adjourned after an hour and a half. It is understood that sufficient progress was made in finding a basis of negotiations to justify a further meeting on Monday, with hope of success.

Is it only Fencing?

London, April 22. The feeling to-night is inclined to hedge with regard to the prospects of a coal settlement. Some of the Minors' Executive are of opinion that the talks have amounted to nothing more than fencing, although the owners are preparing a fresh set of figures, probably involving improved wage schemes. Nevertheless there bas not been any dramatic reversal of policy on the part of the owners meanwhile, although there is an impression in some quarters that a compromiso may be possibles on the question of a national pool. Tho Miners' Executive at present does not possess any authority to depart from that principle.

The coal strike has now extended over three weeks, and wide- spread distress in the coalfields and throughout the country grows more acute daily. In some districts the grim spectre of destitution overshadows the miners' homes. Consequently the Parliamentary Committee of the Trades Union Congress, the Executive Committee of the Labour Party and the Parliamentary Labour Party have gently appealed all over the country to all classes for funds to save the starving miners' children,

A CENTRAL INSTITUTION OF FORESTRY.

Imperial Plan for College at Oxford,

London, April 22. The report of the inter-Departmental Committee on Imperial Forestry Education, headed by Lord Clinton and including Viscount Novar, Mr. P. H. Clutterbuck, of the India Office, and Major Furse, of the Colonial Offico, recommends a central institution for training forest officers, in favour of which the British Empire Forestry Con. ference passed a resolution that it should be located at Oxford and incorporated with the University. The Governmeats of the United Kingdom, Imlia, the Colonies, and the Protectorates should jointly guarantee a sum sufficient for the normal requiroments. The anticipated annual cost will be lessened by the Dominion Govern- ments sending probationers for special courses or research. The capital cost cannot be estimated at present, but the annual cost of the permanent staff should not exceed £4,000 at the commencement,

Prospects of Settlement.

London, April 22.

At a conference held at the National Maritime Board in London the seafarers' representatives agreed to recommend the constituent upions to endorse a settlement of the wages question accepted by the shipowners namely, a reduction of pay by 50s, per month on monthly vessels and 8/6 per week on weekly vessels from May 6.
