THE ALLIES AND GERMANY.

Premier's Reply.

(Reuter's Service, }

London, April 18.

The col crisis is practically at a standstill at present, owing to the absence of the miners delegates from London. The Govern- mment's offer du establish a national wages board and give limited temporary financial assistance still holds good. The miners of Durham and Northumberland are said to favour a further conference with the clowners in order to ascertain the precise meaning of the statement of Lord Gainford last week at the owners are willing temporarily to forego profits. The majority of the inining areas, however, appear deteritined to continue the struggle. Feeling is | particularly strong in Wales, where the local Minors' Federation is would take, the form of a conference. demanding the withdrawal of all 'labour from the mines and the resignation of Mr. Hodges. Wintry weather is sereninating tho hardships of strike, a dostiumance of which for a fortnight. it is srated, would mean the bringing to a standstill all the big industries of the Nurth-East coast. Even now very low blast furnaces are warking. Steel works are closed down, and rivers are choked with

In the House of Commons, replying in regard to the proposed British participation in measures for enforcement of the sanctions in the ovent of Germany not meeting requirements on May 1, Mr. Lloyd Georgo stated that Germany was still in default as regards reparations, trial of war criminals, and disarmament. Hitherto Germany bad not shown an inclination to submit practical proposals to carry out the Peace Treaty. It was therefore imporative that the Allies discuss the necessary stops to enforce compliance. Mr. Lloyd George declined to state whether inter-Allied communications

Remarkable Response to Appeal for Defence Force.

fnson, April 18.

To the Hanso ad Commons, moving Supplemmatury Anuy Estimates magnssitated by the Befence Force and other emergency urangements, Sir L. Worthington Evans stated that the response to the appeal for recruits for the Defones Forev had been most remark- able, as 70000 trained men had oufisted. Recruiting was then suspended, hit a great mulige moris men had been registered. Stena of the force was drowdy employed at the request of the civil authorities, an some were told in readiness in various districts, The force would ha dennial shed as soon as precautions were longer necessary.

Mr. Vernon Hartshorn, one of the miners' Iraders, declared that if the Government accepted the miners scheine for a national wages hourd it would be going long a way towards arriving at a settlement. He invited Mr. Lloyd Genige to summon Loth sides to meet to dis. enas publicly all points,

The Premier, replying, warmly defended the defence steps taken, owing to the presence of a small element of revolutionaries, who might, without precautionary measures, have gained ascendancy over the bulk of the moderates.

Mr. Lloyd George said that the Government might have over- insured against trouble, but it would have been inexcusable to under-insure. He deprecated another temporary patched-up peace, although he would not rule out any Suggestions. Nevertheless, be trusted that a settlement, when found, would have the elements of

Government Reply to Appeal for Disbandment.

London, April 18.

In the House of Commons, Mr. Clynes appoaled for the dis- handment of the Defence Force and complained that the measures taken were unprecedented, unnecessary and provocative. Sir Robert Horna replied that the emergency too was unprecedented. The Government had done nothing but take steps to provide the nation with the essential food supplies in face of the threat to starve the people. The Defence Force would be withdrawn im mediately it was no longer necessary. The cost of the emergency arrangements was a million sterling weekly. The oxpense was not relatively great as assurance against trouble compared, with what the nation was losing as a result of the coal strike.

Mr. Hughes Note of April 5 in which he argued that the United States had lost none of its rights as one of the victors over cermany, and which has already been published, was a reply to the Japanese Note of February 25 in which Japan agreed that it was ot sufficient merely to establish the fact that President Wilson made reservations regarding Yap: it must further be shown that the Supreme Council decided in favour of those views.
