The Canadian, Mr. Doberty, in the Assembly, moved an amend- mant for the elimination of Article Ten of the Covenant under which the members undertake to respect territorial integrity and to preserve against external agression mutually. This was one of the. obnoxious clauses in the eyes of the United States, and the proposal was probably intended to faciliste the entry of the United States in to the league.

INDIAN POLITICS.

The New Council.

Dehli, December 6.

The elections for the new Councils are not completed, but show poor voting. Many prominent men of the Iste Legislative Council have been elected and the new Legislative Assembly will contain a large percentage of Moderates. The results of the polls indicate that the new constitution has every chance of success, despite the fact that a considerable portion of political influence remains outsi le the Council, due to Gandhi's non-co-operation propaganda.
