A crowd of German Nationalists stormed the French and Polish Consulates at Breslau and destroyed the furniture and archieves Berlin. Aug. 23.

An official message states: A representative of the Foreign Ofee called on the French Ambassador and Polish Charge d'Affairs and expressed the regret of the German Government over the events at Breslau on the 27th.

A REORGANIZATION SCHEME

Washington, July 23-Am- erica's military establishment ia being practically revolutionized junder the terms of the now army reorganization bill, which became effective on July 1. Army officers say the work will not be completed for some months because of the broad scope of the measure passed at the last session of Congress in place the land forears on a partsa- [nent peace basis.

While the Regular Army will contain only 295,000 officers and men scattered over the country and the insular possessions, it will be so arrauged in conjunction with the National Guard and the reserve that rapid expansion of the Nation's fighting forces in time of emergency will be possible.

The National Guard will have about 440,000 officers and man, but the strength of the reserve has not yet been worked out and will depend largely on the enlist- ment of eligibles. The Regular Army reserve, as it formerly ex- isted composed of former enlisted me furloughed to the reserva to complete their enlistment period, cessed to exist as such on July 1. In its place there is established the enlisted reserve corps and the officers reserva corps. The members of the former, except veterans of the World War, are required to enlist for three years. Veterans of the World War, may enlist for only one year.

The Officers' Reserve Corps is composed of officers who held temporary or reserve commissions (during the war emergency and graduates of the student cfficers' training school.

NATIONAL GUARD

REORGANIZATION.

To accomplish the reorganiza- tion of the National Guard and the initial organization of the reserve, the army bill provides for a general committee to be com- posed of regular army General Staff officers and an equal number

In addition, fifty-two other committees, represabling each State and Territory, will arrange. the National Guard or organization in each State and Territory. Some of these com- mittees bave not been appointed by the Governors and consequent- ly this work has not yet been put ander way.
