WHO KILLED THE ZEPPE IN?

RIVAL INVENTORS OF

BLAZING BULLET.

Contending claims with respect tincendiary ballets, which stated the fate of Zeppelin raiders, were hrard recently by the Rogal Com- mission on Awards tu Inventers.

Mr. H. Dickenson's application was tire: heard. He said that in (October 1914 he was experiment- ing with an incendiar bullet, intended to set fire to Zeppelins. The Air Department got in tourd with him, and in the following

•Dezember tests were carried out 2: Woodwill.

La er he had a conversation with Commandez Brock. AL though his own invention cums to mu ông, he learned later that Commander Brock had been sucessful with АП explosive bullet, and Mr. Dekenson formed the idea that his invention ha?! contributed to the commander's SUCCES.

Mr. R. Moritz, for the Afmical- ts, offered to place the secret of Commander Brock's bolle before the Commission in the presence of Mr.-4. O'Malley (Mr. Dicken- son's counsel) who would be bound to professional seACTECT. They could not, however, allow M-Dickenson or any other expert to be present, and the Admiralty had very strange vizs on this point.

Before the Commission sat in camera, Mr. Dickenson, in crus- examination, said that he did not disclose to Commander Brock the composition of his bullet, but the latter knew sufficient about the matter to be able to follow in the same lines as himself..

When the Commission resumed in public, Commander Fellowes, D.S.O., formerly officer in charg of the Ordnance Department at the Admiralty, gave evidence. that between May and Augnet 1915 Commander Brock told him he bad an incendiary bullet, with ||which he had been experimenting for some time. That particular ||type was not then considerel

useful.

He asked Commander-Brock-if- he could give him a type of ballet which would dispersa the Bunpos- ed inert gas around a balloon. Commander Brock said that be could, and then sketched his idea. It was ned in 1916, and wa responsible for the destruction of Zeppelins.

The Commission will consider heir decision.

ENFORCEMENT OF THE PEACE TREATY.

Paris, April

General Masterman, the head of the Awed Commission of Aur t'oniršų, reporting to the Ambassadors' L'onference, has urged the necessity of numechala Albed action to make tier- Lunny exocute the clauses of the Treaty dealing with the suppression of military aircraft.

The "Petit Journa”'in a message from San Remo stales that Marshal Foch döds not consider the Allied troops suficient to enforce the Treaty and recommends an increase by three hundred thousand.

Berlin, April *

The President of the tierman Prace Delegation at Paris has prosented a Note to the Entente painting out that as a result of withdrawals, carried out by 21st April the number of troops in the neutral zane no longer exceeds the force allowed by the Peace Treaty and only a number of the military formations are now in excess. Further diminations of there formations are at present uniensible as the execution of police „measures_in_thickly, populatest districts can best be carried

out by small military groups..

M. Millerand, in an interview as regards the enforcement of the Treaty, said there was no real Angk-French divergence and he did not doubt that at agreement would be reached. As in other paints, France insisted on the dis- armament of Germany. The miner natural difficulties of the coal question had been exaggerated. There might also be dibralties regarding the financial obligations with Germany. When Germany proved her good faith France would meet Germany in a reasonable spirit. The report of the Air Com- mission was evidence that Germany was determined to attempt to erade the Treaty. | 31. Millerand regarded Ger- many's request for an increased army as another attempt to exaule her obligations,

San Remo, April 21

On the other hand the ludicrous failure of the Kapgs incident showed that Germany is not dispersed ter support a military movemen With regard to me la Gran Sete the real question was whether one

Marshal Foche however proposed a constrip arms of that size, but, the proposal was rejected 'on the ground that it would give Biermanny two million trained barb every ten grass, whien waar toes dangerous

Arwordinghy a long servies viduntary army had been bestutel and Marshal Foch reduced the number to innažeri Komusand The Premier strongly denied that he had exes proposed revision of the Treaty.

With regard to the presence of the American Ambassader at San Remo he said there was very hire ad antage in the attendance of a representative whely pook notes. The Conferrure needed some one able to explain the American view prat. to nhuch the Conference greatly deferred. It was antivus. Tự base the American view beause it was detached in European prejuthees and he therefore greatly regretted it absence.

Lord Robert Feril, speaking at Watford, urged that the amount of Germany's indemnity who'd be Eerd as soon as possible by the Reparation Committee. He said we most get rid of the war atmosphere and the wober the Supreme Council ceased to exist the better. Now we are at peace with Germany the Supreme Council eld cire plage to the League of Nations The entry of German troops into the Rohr Valley was clearly a breach of the Treaty and the proper course tould have been for any member of the Leaze to take im mediate metinn. Under the provisions of the convenant there would have been no question of Germang disobeying an order from the Irazue. Germany- wald have ben astared of an impartial decision and any misunderstanding would have been arradel.
