INTERVIEW WITH TROTSKY.

London, Feb 25.

A notable commentary on the Allies declared policy towards Russia is seen in an interview with Trotzky in the "New York World" wherein 1 is stated the Bolshevik peace terms and craving for peace remain unchanged. He said the country which first resumed amicable relations would deriva the commercial advantage. Trotzky claimed that by Spring the Soviet will have crushed all armed antagonists. Adequate guarantees would be given to foreign capital invested in Russia after the peace which would lead to immediate demobilisation of the "Red" army. Trotzky alleged that all the Baltic states are now conferring with Soviet commis- saries with a view to peace. It is noteworthy in connection- with this that a wireless message from Moscow yesterday stated the lets had decided, in agreement with Poland, Finland and Lithuania to bezin peace negotiations and a conference was to be held in April. In some measure this is confirmation of above. This comes from Warsaw. A "Telegraph" wire from Nowrassisk of Feb. 15 says Denikin has formed a democratic Cabinet with, as Premier, M. Melnikoff, ex- President of the Den Assembly.

Constantinople, Feb. 23. London, Feb. 25.

The Supreme Council to-day received Pres. Wilson's reply on the subject of the Adriatic and postponed to- morrow's business in order to consider it forthwith. The Council agreed not to announce provisional resolu tions taken as regards Turkish peace until settlement can be published. It is expected present conferences will terminate about the week end. It is hoped to settle the Turkish Treaty in principle before the break up bat if necessary settlement of details will be delegated to the Ambassadors Council at Paris. Hungarian representa- tions as regards their Treaty and various other matters have been or will be settled in principle after which de- tails will be referred to the Ambassadors Council.

ERZBERGER RESIGNS.

Berlin, Feb. 25.

Herr Erzberger has temporarily resigned, in consequence of the publication of a document charging him with making fraudulent taxation returns. Some of the Right Party news- papers regard his retirement as the first sign of his fall.

Secondly, was there any necessity of protection even those mentally deranged children who

Was it not a case of putting the cart before the horse that the Govern- ment, while neglecting the relief of the poor, proposed to undertake the protection of the depraved children which these poor quar ters produced? Lastly, Mr. Yo- koyama pointed out that Tokyo, Osaka, Kobe and Yokohama stood in dire need of the application of the Juvenil Law under contem- plation. He asked if the Gov- ernment intended to apply the law to the whole of the country.

Mr. Suzuki (Vice-Minister of Justice), in reply, stated that the Bills had been drawn up from the viewpoints of criminal admin-l istration and of social policy. Even those who are mentally defective deserved every care at: the hands of the authorities with a view to their moral regener- ation. As regards relief work inj the slum quarter, it had always ** claimed the earnest attention of the authorities, who were going| D to put forth redoubled efforts that direction. It was true that big cities accounted for the largest proportion of bad youths, but as there were many such per- sons under the jurisdiction of every district Court, the Govern- ment proposed to apply the in- tended law to the whole of the country, beginning with the es- tablishment of Reformatories at the cities where Appeal Courts were situated.

On the motion of Mr. Iwasaki the Bills were referred to a

| special committee of eighteen.
