They consider that the gratitude of all who use the seas is due to the personnel of this force, who voluntarily entered for this dangerous service at a time when there was a natural reaction after the toil of a long war, and a desire to return to the enjoyment of peaceful conditions.

UNCOMPLETED VOYAGES AND

FREIGHT..

British shipowners (says the Journal of Commerce) would not be sorry to see an alteration in the law by which they are de- barred from claiming freight in the event of certain voyages not being completed as intended, for even where the cargo ultimately reached its destination unharmed they are unable to claim any portion of the stipulated freight even if their vessel has been diverted through force majeure. During the war many continental. bound vessels were called upon to enter and perhaps discharge at a British port, and unless special stipulations were made to the contrary freight could not be claimed for any part of the voyage. Cases have occured of vessels being subsequently towed in, and in such a case, even if the cargo is wholly intact, a British shipowner cannot claim freight. It is time the British owner was placed on the same footing as his foreign brethren this matter.

The general question of the proce- dure to be used in signalling by means of the International Code is being referred to a Committee at the Admiralty, un which there will be representatives of the shipowners and ships' officers' associations, but in order to clear up the confusion which at present existe regarding the procedure to be used for signalling between his Majesty's ships and British morchant vessels by means of the International Code, the Board have agreed to the issue of in- structions by the Admiralty that the procedure laid down in chapters 2 to 9 of the Allied Sign- al Manual is to be used in such casas as from January 1st next,
