New York, Jan 22. Addressing a Military Committee of the Senate, Mr. Baker, Secretary for War, endursed the Committee's Bill for the re-organisation of the Army as a most statesmanlike measure. The Bill provides compulsory military training and the formation of a large army composed of a Citizens Reserve, the regular argy consisting of 250,000 men and the National Guard.

It is most authoritatively stated that a further conference of leaders of the Senate yesterday resulted in material progress towards a compromise on the Peace Treaty. It is now re- garded as possible to harmonise the differences on Article 10 and the question of voting power on the League of Nations. The members of the conference are sure the Senate will accept any compromise reached by the conference.

organ "Pravda" asserts that Jachon- toff, the member of the Ekaterin- burg Soviet who ordered the execution of the Tsar's family when the Czecho-Slovaks were approaching the town, has been condemned to death by a re- volutionary tribunal in Perm and executed. His four accomplices were acquitted because they were only acting under his orders. Reuter.

KAISER'S PALACE AS MUSEUM

Berlin. The Prussian Govern- ment has definitely decided not to convert the ex-Kaiser's palace in Berlin into flats, but on the ground that it is an almost un- rivalled specimen of German architecture. will use it as a museum. In view of the great housing difficulty, some extreme Socialists urged that working- class families should be found accommodation in the palace, but the idea was never really popular. At present an army of charwomen ars busy cleaning the palace windows and scrubbing the floors.

VICAR GIVES IN. Northampton.-The dispute be- tween the Rev. C. F. Üpsdeil, Vicar of Moulton, which began nearly two months ago, when Mr. Upsdell declined to allow the village social club to continue to hold Saturday evening dances in the Church Room because he considered them antagonistic to his spiritual work, has been settl- ed. Mr. Upsdell has withdrawn his objection, and the dances will be resumed. Efforts are to be made to induce the choir bays, who have abstained from duty for two months, to resume im- mediately.

CENOTAPH A PUBLIC DANGER.

The removal of the Cenotaph from its present site to the centre of Parliament-square is proposed by the House of Commons Com- mittee which is considering the London traffic problem. Mr. Kennedy Jones, chairman of the Committee, speaking at a dinner! of the Middlesex County Auto- mobile Club, said they had to consider the question of the traffic in Whiteball and arising out of the con- sideration of the danger to public safety and the serious risk to life and limb occasioned by the pre- sent position of the Cenataph, they had unanimously recom- mended (and the recommendation: had the support of the police) that if should be transferred. On the occasion of the Armistice anniver- sary it required 300 foot police and 25 mounted men to ensure the safety of the public.
