WHY THE 1917 OFFENSIVE WAS STOPPED.

The political campaign which precedes a General Election has begun in France. It has opened" with an embittered controversy concerning the failure of General Nivelle's campaign in the spring of 1917. M. Briand was Prime Minister of France when Joffre was removed from the command of the French armies and Nivelle was installed in his place, but before Nivelle's campaign began the Briand Government had fallen and was succeeded by that of M. Ribot, with M. Painlere as War Minister. Now the suggest- ion is that the Ribot Government. and particularly M. Painleve, interfered with General Nivelle's plans, stopped his offensive, and thereby prevented winning the war in 1917. -

Commandant Cremieux, a well- known French military writer, has, in a book which be calls "L'Offensive de 1919," presented the case for General Nivelle. He has been furnished with a large number of secret documents, the reports of conferences of Allied Ministers. correspondence be- tween the French and British Governments, and even between the War Office and Sir Douglas Haig.

M. Painlere anticipated the pu- blication of this book by a speech in the French Chamber, which from our point of view is quite unexceptionable, and he has now followed this up by a much fuller statement in La Renaissance Litteraire. Ecou- Politique, amique, which
