REASONS FOR TARDINESS
IN PROPOSING.
Mr. Ward Muir writes -
Some writer, I see, has been making efforts to galvanise into fresh life that ancient question,
Should Girls Fropose?"
Actually, of course, the sole problem with which reasonable people might concern themselves is, Why don't men accept girls' proposals " For one does not need to be a very dreadful cynic to assert emphatically that the average girl is proposing all the time-and all the time, men ignoring her proposals or positive- ly refusing them.
are
When a girl deliberately makes herself look as pretty as possible. wears her newest frock and hat, and takes pains to be charming, what on earth is she up to but
proposing?
I know that whenever I am at a dance, of some other social affair, it astonishes me that so many of the apparently irre- sistible girls in the room are im- married. The young fellows who might have the felicity of marry- ing them appear to me to be oafs or idiots. Yet as soon as I begin to reflect I realise that there must be a good cause for their conduct.
I ask myself, t'en, why I don't propose to the nice girl with whom I have just been fox-ITOL- ting. It exasperates me to observe i all the pleasant youngsters who are present, any of whom shel would make happy
but suppose just suppose) her bright eyes and merry smiles might be interpreted as meant for me
▾
Well, I'm dashed if I wouldn't do exactly as those youngsters are doing. That is, I should enjoy her radiance, ad- mire her looks, give myself the pleasure of aseing her home in a taxi-and so, good night!
Horrid of me? Maybe. But the plain English of it is that the moment I think of marrying this perfectly entrancing dance partner of mine I recollect that the very same thought crossed my mind in regard to the no less entrancing maiden whom I took down to supper---to say nothing of the lovely shop-girl who sold me a pair of gloves that same morning-hot to mention the adorable young person whom I sat opposite in the Tube. Not a day passes but I meet, or catc sight of, at least 50 giris, sowe known and some unknown, whoni I might marry.
It is the melancholy realise- tion of this awful truth-that he has it in him to be lunatic enough to fall in love with practically every girl he sets eyes on--which forces a bachelor to be somewhat! slow in making up his mind about the one girl in the world.
The most awful thing which the average girl would have to fear it it becomes customary for her sex to "propose," is that her very first proposal might be accepted. This would be just as disastrous as the marriages that might ensue if the ordinary sus- ceptible male, entering a ballroom, Fielded to the charms of the first pretty partner for whom he felt some enthusiason.
It is, in fact, woman's privilege | to be tentatively proposing all the time, without the responsibility of having to proceed any further in the matter if the silent proposal is audibly accepted by someone whom she finds, on maturer con- sideration, she does not like. Wo- man ought not to be in a hurry to shoulder man's more serious job of meaning the proposal when made, and having to stick to it.

AMERICAN ELECTION SCANDAL.
Grand Rapids, Dec. 3.
The Michigan Federal Grand Jury has indicted Senator' Newbury for alleged corruption, fraud and conspiracy in con- . Bection with his election when he defeated Democrat Ford. Many lesser Michigan politicians are also indicted. Officials declare that the scandal unearthed has rarely been equalled in the political history of the United States. It is alleged that over half a million dollars. were expended in bribery extending from ward politicians of cities to the Indian reseva tions, where it is claimed Indians were hired to vote at the dictates of Newbury's supporters.
ORIENTALS IN BRITISH COLUMBIA.
London, Dec. 1.
The "Times" correspondent at Vancouver states that there are approximately 35,000 Chinese, 10.000 Japanese and 2,500 Indians in British Columbia to-day largely employed in the lumber mil's and earning at least twenty-four million dollars year, at least half of whom are to be sent to the land of their origin. With the return of the oversea forces feeling against alien-labour is again becoming intensified. Owing to winter and the consequent closing down of many industries and public works, the pnemployinen, situation is growing more serings and hostility to Orientals in British Columbia is lable to again become a burning question.

P. AND 0. MAIL SERVICES.
London, Dec.
in connection with the statement in the Peninsular and Oriental S. N. Co's report that the usual mail services to China and Australia will be re-established as soon as necessary when the chips are released by the State, it is pointed out that the return of the liners in condition to resume normal service is a very slow process. Noteworthy anent this it is stated that the Delta and China, each of about eight thousand tons cross, which were employed in war time as hospital ships, are
being reconditioned in London.
AMERICAN SHIPBUILDING.
London, Dec. 1. According to a report by the Director General of the Emergency Fleet Corporation to the Ehipping Board, the cost of mercantile shipbuilding in the United States averaged fifty pounds sterling a ton, which is double the cost of building abroad. The position of the Corporation at present is precarious, unless it receives a big grant from the State, and L-ilding for the Government must be abandoned.
