It appears the Soviet is vondecting a well thought out pro- paganda in Turkestan and Afghanistan, the latter of which is regarded as of prime importance. An Asiatic propaganda has been established. A Soviet Cotuissary has sent a letter to Sun Yat sen oraing a Sovier revolution in China.

Litvinoff behalf of the Bolshevists has been discussing peace with the Baltic States at Dorpat. The Estonians offically state that Litvinoff offered as a guarantee of peace to surrender the Bolshevist feet in the Gulf of Finland and to establish a neutral or between Bolshevist Russia and the border states.

Vader Secretary Amery addressing & Colonial missionary meeting at Bradford said it might be argued that having established a League of Nations concentrated efforts upon Imperial unity became unnecessary and might even harmful. He entirely disagreed with this and said the more we developed the principles of unity and co-operation within the Empire the more would we be able to help the newer League effectively. The Daily News" states that the Solicitor General and Attorney General bave returned from Paris. It is believed that Britain is pressing for the trial of the ex-Kaiser in London, but there are differences of opinion among the Allies thereanent.

New York, Nov. 20. The vials of the Prince of Wales, continues the sole pre- occupation of New York. The Prince is most popular and wherever goes he has an uproarious welcome from enormous crowds. (REUTER'S SERVICE] The Erst general agreement ever made between Occidental and Oriental representatives regarding labour standards has been reached by the committee of the Washing- ton Labour Conference, which has submitted to the Conference a draft convention providing that children under fourteen be not em- ployed in any industries. Japan agreed with three modifications: first. exempting children over twelve who have finished their elementary education; second, pre- {viding that children. from 12 to 14 who have been Lemployed may be submitted [to transitional regulations, and third, repealing the law admitting children under twelve to certain easy work. Regarding India, in view of the probable introduction of a new educational system, it was decided that the question be

WAR RESPONSIBILITY.
Berlin, Nov. 19. In view of Hindenburg's and Ludendorff's first appearance at the war enquiry, extraordinary pre- cautions were taken to restrain de- monstrations in their honour. A police cordon was placed round the Reichstag and the car conveying them was strongly escorted by troops. The crowd broke the cordon and ovated them, but there were no disorders.
Hindenburg, testifying, declared that nobody in Germany wanted war: therefore the army's task was to end war in the quickest way. The army was most splendid bu: lack of co-operation in the home- land prevented victory.
The chairman frequently inter- rupted asking Hindenburg to re- frain from expressing opinions.
Hindenburg, proceeding. em- phasised that Ludendorff and him- self constantly worked most har- moniously.
Answering the Committee's £rst question, Hindenburg declared that unrestricted subinarinism was im perative.
The war enquiry was indefinitely postponed after Ludendorf, testi- fying, denounced as an infamous lie that he did not desire peace in 1916.
IRONMOULDERS ON STRIRE.
London, Nov. 19.
In the House of Commons at question time Mr. Wardle stated. that forty-five thousand iron- moulders were still striking and he estimated that seven-five thou sand would thereby be thrown idle He understood that negotiations were being reopened.
It is noteworthy that Sir Auck- land Geddes last night described the above strike as a most de vastating and ghastly misfortune for the whole body of the emo- ployed.
AMERICAN COAL STRIKE.
London, Nov. 19,
The Times" correspondent at Washington states that, notwith- standing expectation. it is now re- cognised that the coal miners, at most centres will remain out and do not intend to resume until the Employers and Workers' Confer-
ence at Washington, which is pro- ceeding bitterly, has produced the desired results.
