AMERICA AND THE PEACE TREATY.

Washington, Nov. 29. The Senate has adopt- ed by 35 to

the reservation declaring that the Un- ited States will not be bound by any decision of the League of Xa- tions in which any member and the parts of its Empire casts more than one vote, nor any decision af fecting a dispute between the United States and a member of the League if the latter or part of its Empire has voted. A number of other reservations were defeat. ed including one by which the United States would become the only consulting member of the League and also one adhering to the policy of non-interference in foreign affairs.

The Senate rejected the reser- vation declaring that the United States declines interest in or re- sponsiblity for the German over- seas possessions, also the reserva- tion providing that questions which the United States consider- ed as affecting its honour should not be subjected to the jurisdic- tion of the League of Nations. and the Owen reservation with- holding American assent to Bri- tain's protectorate of Egypt,

The President has informed Senator Hitchcock that he will "pocket" the Peace Treaty if Lodge's reservations, which amount in his opinion to nullifica- tion of the Treaty, are inserted. THE PRINCE AT NEW YORK.

New York. Nov. 18.

H. R. H. the Prince of Wales arrived shortly after eleven this morning and had a most enthusia- tic reception. As the Prince of Wales's launch aprenched the share destroyers saluted with twenty-one runs and simultane. ously aerial bombs were explod- ed releasing coloured parachutes from which the British and Ameri- can flage were suspended. This display in brilliant sunshine gave extraordinary colour to the scene. Vast and well ordered crowds re- reived the Prince with every cir cumstance of friendly considera- tion. There was constant., and loud cheering. The air was thick with confetti and coloured paper streamers were thrown from the windows and by the people in the streets. During the procession crowds stood bareheaded and at attention at numerous halting places, where the British Anthem was played. Hundreds of little Union Jacks were waved as the Prince's ear passed. The Prince rose and remained standing up, saluting right and left, until the City Hall was reached. The speakers at the freedom of the city ceremony greeted the Prince as the warrior representative of a nation which was devoted to the- same high purposes as the United States.

MALTA'S LOCAL AFFAIRS.

London, Nov. 19. In the House of Commons, re- plying to the Hon. W. Ormsby | Gore, Colonel Amery said the Gov- erament had decided to entrust the people of Malta with full re- sponsible contrul of purely local afairs. The control of all ser- vices and functions of Government nsofar as Malta's position as an imperial fortress is concerned would remain vested in the Im- perial authorities. The House would be asked to assist Maltese finances and he hoped self-govern- ment would operate by the begin- ing of 1919.

SHIELDING OF BRITISH TRADE.

London, Nov. 19. In the House of Commons Sir Auckland Geddes introduced the Imports and Exports Regulation Bill which proposes to constitute a committee to regulate the importa- tion of goods with a view to pre- venting dumping, safeguarding key.industries and industries af- fected by depreciation of foreign - currency, also assisting the revival of hop growing, the temporary re- gulation of exportation of certain goods, authorisation of grant of credits, and undertaking insurances for the re-establish ment of overseas trade.
