THE NEW FRANCE.
"Paris, Nov. 3"
Aerompanied by Are French Cabinet Minister-- M.
• Clemenceau arrived at Strasbourg yesterday morning. He was welcomed with enthusiasin and shouts of "eliverer," All men of position, ecclesiastical as well as civilian, offered. compliments to him. In the afternoon the French Premier was listened to attentively when he delivered a speech on the Government policy. I am not a candidate for reelection." he said, but the head of a Government whose task was to prosecute the war to victory and conclude peace. I want now to light the way. From Strasburg my voice shall be ast heard. If a word is to be said it is. Let us Work. The reparations due to us by Germany have been too parsimonious. ly measured. Conversations on this point have not been abandoned and to doubt their success would be an insult to our Allies. On the interior point of view of secularism of the State it must conciliate with the rights and liberties of al citizens without distinction of religion. Statements of recognised churches and leaders permit us to hope that a religious peace is assured." Concerning the constitution M. Clemenceau asked not revision" but that reforms be only realised by a moderent majority and reorganisation of pro-s vincial liberties. The worker must respect the rights of others, specially of his countrymen. The most urgent need after work is the struggle against Bolshevism, the ferocious delirium of the badly liberated serfs of Russia. The French Socialist party is to be condemned for allying itself with a policy of crime.. Closing, M. Clemenceau spoke of the necessity of balancing the Budget with reparation of the devasted provinces and the urgency of ending the crisis in transport by developing canals. railways and sea ports and the intensifying of agriculture. He touched on social im- provements in hygiene, anti-alcoholism and popular lodging. He repeated anew: Let us speak no more, let us work. Havas.

GENERAL NEWS.
A RELIGIOUS BELIEF. Honolulu Because he belongs to a sect which believes no mutilated person can enter heav- en, Joseph Peters wouldn't let & doctor cut off his foot when it was mangled by a train. But the crafty doctor told his patient the angels wouldn't welcome decayed flesh and got consent to cut away just ahead of the decaying part. How many say save Peters yet.
CHINA TEA GOING UP. China tea appears likely in the near future to reach a price beyond the means of the ordinary tea drinker. At the head office of a large distributing firm 'in London recently it was stated that the lowest-priced China tea could not be sold under 48. 6d. per pound, and that the more expensive blends ranged. in price from 6a. to 12s. "Stocks of all the lower-priced blends are very löw," added the salesman, “ and we have been warned that the opening of the Russian marketa is having such an effect that sub- sequent deliveries will cost at least 46. 6d. per pound wholesale for the very cheapest tea." Ceylon and the other popular blends of tea are at present fairly steady in price, but merchants, both whole- sale and retail, predict an early and considerable increase, al- though unable to put forward any convincing ressons for such a rise,
