The benefit of rang coldly through the ball, at the recent Budget meeting of the Legislative Council was that allied problem of juvenile offenders. No-one can contemplate the present position in this respect without instantly realising that the humane principle underlying all pun shment for crime is completely time absent in this Colony. It is no use inflicting punishment in the hope that it will prove a deterrent unless hand in hand with it there goes an effort to remove the conditions under which the first offence wes committed. Practically the whole of Hongkong's criminals are men of no occupation of labouring skill, and after the law has enacted its retribution through imprisonment or fine they are allow ed to go back to the same conditions, just as unfitted as they previously were to earn an honest livelihood.
