FRANCE AND THE TREATY.

Paris, Sept. 3 In the Chamber, debating the Peace Treaty, M. Tar dieu disclosed that France in February last proposed that Germany's geographical frontier should be fixed at the Rhine. He said that President Wilson and Mr. Hyd George recognised the justice of the request, but instead of granting France occupation of the left bank of the Rhine they promised immediate help ia the event of German aggression. France appreciated this offer, which is unique in history. M. Tardieu expressed the opinion that the British Army, if its services were required, would not arrive too late, as the German Army would be unable to conceal its preparations. M. Tardies dwelt on the prodigious strength of Great Britain, ber admirable Dominiers, and the United States. He concluded emphasising that France had no designs on hegemony,

London, Sept 3.

The "Daly Mail" forecasts Mr. Walter Long's reductions in the Navy and says he will probably try to reduce ex penditure to £70,000,000, which is reckoned equivalent to the pre-war expenditure of £31,000,000 at present prices. The personnel will probably be reduced to pre-war numbers but the greatest saving will be in ships. Ouly atleships. battlecruisers, lightcruisers, destroyers and submarines will be retained, all others being ruthlessly scrapped. No new ships will be built in the immediate future. Hence there will be fewer ships than before the war but all of greater speed and gunpower. No Admiralty dockyards will be closed as there are vist arrears of repairs and yards will be kept ready for any building emergency.

Kurds and Tartars are already moving towards Erivan, the Armenian capital, in readiness to strike when the Armenians are left defenceless.

30. -- Piece Aug. Goods: During the week there has been little change in the market. which continues from Idull to weak. There have been few orders. and poorness of the demand is chiefly attributable to the money position, particularly the high rate of interest conse- quent upon the tying up of funds in gold. Stocks are beginning to accumulate, after, having been down almost to vanishing point at stock-taking at the end of June and beginning of July. On the whole, it has been, a dull and flat week Prices for Greys and Whites were weak owing to forced sales, the decline in some rases being from fire to seven mace under last week.
