The Supreme Council counter reply to Rumania ex- presses satisfaction that Rumania intends to work in agree ment with the Conference's policy in Hungary, hence, it opides-Romagia intends to conform to the decisions of the Conference communicated through its military mission in Budapest by the Supreme Council It points out that the Conference thrice acquainted Bacharest with the details of the present Allied policy towards Hungary as regards the disarmament of Hungarian troops, the maintenance of order with the smallest foreign forces, the revictualling of Hun- gary and abstention from all interference in internal poli- tica. The Supreme Council insist that final recovery of war, railway and agricultural material and live stock at pre- sent cannot take place. The Peace Conference alone pos sesses the right to fix reparation by Hungary and its distri bution among the interested states. Neither the Rumanian army or the Government has the right itself to fix Rumania's share as all assets belonging to Hungary are the pledge held by the Allies in common.
