The other day there appeared in the New Era an article by Lieutenant-General Sato, in which he described how Japan had been repeatedly under the necessity of rushing into China to "protect the country from other people. He further develops this theme in an article in the Osaka Aki, reaching the logical con clusion that Japan must get inte; -Chinx and Siberia as well quickly and completely, in order to keep out for good the incursions of America, which are more danger- Cours than any of the previous perils from which Japan "has .saved China.

"It comes to this in the final analysis, that the cause of the great war was a clash between two parties of capitalists. What we call militarism, navalism, and commercialism are all but mès- sures for enriching and strenthen- ing the country to which we belong. As a result of the war. the greatest part of the world's wealth has been absorbed by America: This acccumulated

wealth will be invested in Russia and China without fail, such investment, duly supported by force, is.. what I may call capitalistic imperialism. America is now very boldly pushing forward ber capitalistic imperialism in the East, at the same time she is gaining the heart of the people by peaceful methods. and contributing to civilisation and justice. Japanese and Chin- ese are of the same race and civilisation. and are bound to stand and fall together. Though in such a close relationship with our neighbour, we have done nothing to enlighten China br civil undertakings. In such

circumstances, relations between Japan and China necessarily become more and more estranged, and Japanese businessmen sustain heavy losses in corse- queace.

It is most urgent now the war is finished that we consider how to protect ourselves against the attacks of capitalistic imperial- ism. We should though very late in the day, take steps for guiding the Chinese in civilisation, and
