It will not be financially sound to design commercial' machines of very great speed. because that can only be got by increasing engine power, using more room for fuel and reducing weight-lifting capacity.

The Handley-Page machines built to two sizes, as at present designed, distinguished as the two-engine and four-engine models. The wings are hinged and fold back. The stop distances and maximum useful load of the twin-engine machine vary from 100 miles with 5,750lb. to 800 miles with 2,500lb, Weight and wing spread give the machine stability. They are not designed for stants, and no Handley Page aeroplane has ever been "looped nor ever will be. It has been estimated that it is possible to transport loads by these craft at a charge of 1s. per Ib. per 800 miles, provided they fly reasonablyfully loaded. Sir-With reference to your letter of the 10th January on the subject of alien officers in British ships, and the report that no less than 80 foreign seamen (11 of whom are of German parentage) have recently been permitted to sail in charge of British vessels, I am commanded by my Lords Commissioners of the Admiralty to inform you that there appears to be some misapprehension, af the facts.
In the early part of the war the Admiralty declined to issue con- filential instructions as to routes, & to a British ship whose master was not British born of parents who were British subjects. The effect of that rule was to cause many masters who were British subjects by birth or by naturalisa- tion to lose their bertha Many of them were of excellent char- acter and undeniable loyalty, and had already done good service in command of transports &c.
