Manoeuvring for Position.

London, Oct.. 29. Comment in the papers on the German reply may be summed up in the opinion that the new Government is manoeuvring for position both at home and abroad. It is Tält that Dr. Solf, while professing acceptance of President Wilson's terms, may be trying to lure the Allies into a state- ment of armistice terms which will then be used to goad the people to make a last'effort to save the Dynasty. It is "generally felt, however, that the position of Germany must be desperate when the Government is obliged to give so much ground.

German Socialists Speak Out. ».

Amsterdam, Oct. 29. Austria's Attitude.

Basle, Oct. 28. The following is substantially the text of the Austrian reply to President. Wilson-Austria-Hungary adheres to the President's view in his latest note regarding the rights of the peoples of Austria-Hungary, particularly the Czecho-, Slovaka and Yugo-Slavs, Cocoquently, as Austria-Hungery socepts all the conditions upon which the President makes sa entry into negotiations regarding en armistice and pesce dependent, nothing now stands in the way in the opinion of the Austro-Hungarian Government, of is com- mencement of pourparkers.
