THE SUBMARINE CAMPAIGN.-

“Admiral Von Capelio's Views..

Amsterdam, April 18 The Minister of the Navy, Von Capelle, speaking in the.. Beichstag, after pademning the Allied robbery" of Dutch ships, expressed satisfaction' at the results of submarinism. -Whether the position of the Allies would improve or deteri orate would depend on their military achievements and the replacement of Bunkan ships. He denied the unwillingness of Substatine Creus to put to soa and affirmed that the statements - that the losses of-submarines were extraordinarily heavy were greatly exaggerated. Ho sserted that the new construction of submarines was surpassing the losses. Sabmarines both in quantity and quality were rising. Whether Britain could continue naval war with any prospects of success depended on whether shipbuilding surpassed losses.

He declared that any doubt as to the final success of submarinirm was unjustified. (Chears). He admitted that anti-submarine measures had attained a certain success, but "not's decisive success. He alleged there was a scarcity of steel in England which would be increased. He concluded by asserting that the United States would never participate - largely in the war owing to the shortage of shipping which governed America's effort.

In the House of Commons, Mr. Bonar Law stated that the War Cabinet had considered the differences of policy between Licut-Col. Trenchard and Lord Rothermere before the former's resignation was accepted. The question could not be discussed publicly.

In the House of Commons, Mr. Bonar Law announced that Liest General Sir David Henderson, Vice-President of the Air Council, had tendered his resignation on the ground that he would be unable to work with the new Chief of the Air Staff

How France Regards Lord Milner's Appointment.

Paris, April 18, The press regards Lord Milner's, appointment as an indication of the British Cabinet's intention to pursue the war in the most intensive manner. The papers dwell on Lord Milner's hearty support of measures conducing to the closest Anglo-French military co-operation.
