SHIPPING NEWS
Fool all Allied Shipping,
A canvas of the opinions of In New York shipping! men regard to the proposed pool of Allied and neutral" shipping brought forth quite a variety of opinicus (sijs the New York Journal of Commerce" However, the weight of opinion was to approve of the idea. Favourable cpinions were expressed both by American and British shipping In general those who men. favour the scheme feel that it would be but a logical extension of the various schemes of requisition which have already been put into effect. It is pointed out that all British and all American ocean going shipping is
Dow
under requisition, while varying percentages of French and Italian tonnage have beeny requisitioned. In other words, it is felt that th· right atmosphere has been creat d for pooling all tonnage. The Government hand is already overships and shipping. Up to the present, it was learned, it has been the practice to offer neutral shipping, coming under Britisher Allied control in Europe to the Inter-Allied Chartering Committee, with he dquarters at London. Some neutral ships are now being fixed direct in New- York with the app oval of both the British and United States, authorities. Many of the neutral" ehips being fixed here are being used for war shipments to France. Neutral ships fized in London are being sent where the need for them seems greatest. Discussions of the proposed pool among the shipping-men iavariably lead to mention of the Allied Chartering. Committee and its American counterpart, the Chartering Com- mittee of the United States Shipping Board. It is taken for granted

concerned the headquarters off the pool would be at London with full co-operation between the city and Washington. On the other hand, one finds a very decided. opinion prevalent to the effect that London control of U.8. shipping would not work smoothly.
is Decisions, it pointed out. would necessarily have to be arbitrary and in many instances there would be honest differences of opinion between. the pool and U.S. shipowners as to the wisdom of what was being dore. In some quarters this view of the situation was expressed quite strongly. However, it is generally belived that the negotiations bare' already progressed to an advanced. stage, as otherwise it is hardly thought the press announce- ments would have been sent out from Washington. neutral tonnage. Among 'other things, it is felt that the neutrals have profited very handsomely by the high freight rates prevail- ing since the war, and that it would be no great hardship if their tonnage was now system atised in a way to benefit the Allies and the neutrals them- selves on some equitable plán Among the Allies the United States and the United Kingdom are in a much stronger position that France and Italy. Both the. latter countries have been ́ "asaiated to a considérable extent already. It is generally un- ́derslood that something like 2,000,000 tons.cf British shipping at Blue-book rates, has been placed at the disposal, of the French
fiu Government to France's needs. Italy, has a sp boen assisted by both British auf American Tonnage. The pooling tcheme will undoubtedly demand a good deal of tect, resourceful. ness and tolerat co. Recrimina- tions between Britain, France, and Italy over shipping matters have not been uncommon in the Press of the different countries
