A canvas of the opinions of In New York shipping! men regard to the proposed pool of Allied and neutral" shipping brought forth quite a variety of opinicus (sijs the New York Journal of Commerce" However, the weight of opinion was to approve of the idea. Favourable cpinions were expressed both by American and British shipping In general those who men. favour the scheme feel that it would be but a logical extension of the various schemes of requisition which have already been put into effect. It is pointed out that all British and all American ocean going shipping is

under requisition, while varying percentages of French and Italian tonnage have beeny requisitioned. In other words, it is felt that th· right atmosphere has been creat d for pooling all tonnage. The Government hand is already overships and shipping. Up to the present, it was learned, it has been the practice to offer neutral shipping, coming under Britisher Allied control in Europe to the Inter-Allied Chartering Committee, with he dquarters at London. Some neutral ships are now being fixed direct in New- York with the app oval of both the British and United States, authorities. Many of the neutral" ehips being fixed here are being used for war shipments to France. Neutral ships fized in London are being sent where the need for them seems greatest. Discussions of the proposed pool among the shipping-men iavariably lead to mention of the Allied Chartering. Committee and its American counterpart, the Chartering Com- mittee of the United States Shipping Board. It is taken for granted
