J-pan's Shipping Market. It is not expected that the War-Time Shipping Control Law which has become operative from yesterday, will have any serious effect on the shipping market, says the "Japan Chronicle" of October 2. It will be recalled that in March last rumours got into circulation for the first time that the Government would take some measures for the control of shipping, something after the fashion in which the European Allies had placed their mer chantile fleets under Government control. At that time, the shipping market in this country had just begun to.topm in a most striking manner, and capitalists projected the establishment of new steamship companies. In some quarters the rumours about Government action were taken as a ruse concreted by interested parties, and soon shipping men apparently forgot all about the rumours. It was not long, how- ever, before a certain Japanese firm of the first water began to sell its steamers, both old and new often together with the goods they exported abroad. This apparently did not excite much attention, and the shipping market went on boorning. By this time the trade had become largely speculative in character, the so called steamship companies simply making money quickly.. by chartering and re-chartering, and buying and selling bulls, Many more such companies were floated, and it seemed that there wculd be no end to the advance in freight and charter rates and in the value of hulle. Then came unmistakable fareshadowings of some sort of action being taken by the Government in controlling the mercentile marine 'of the country. This was in the early part of last month. The shipping" market was naturally affected in a most striking manner. Trans- actions suddenly stopped; freight. and charter rates, and the value of hulle, especially, the latter, suffered a heavy drop, for they had been sent up largely by speculation. Thus the proposal of the Government to control shipping had the effect of chocking, if only for a time, speculative transactions on the shipping market. In the mean- time, the more influential of shipping men tried hard to ascertain the nature of the proposed measure. Somehow its particulara, at least some of them, were soon known among some of the shipping men, and the text ̈ of the law which was reproduced in this column from a Japanese source turned out to be practi- cally the samo as the law officially
