Negoti. ations are now in progress between officials of the British Admiralty, the American Shipp ing Board and the State Depart- ment to make such regulation effective in order to secure a reduction of the present pro.. hibitiva steamship rates. The regulation, of shipping rates will probably also be adopted by Ja- pan. The British representatives in the negotiations were Sir Thomas Royden, chairman of the Allies' Chartering Commis‹ico, and Mr. J. A. Salter, requisition- iņa director for the Admiralty. President Wilson has designated. Mr. Denman, chairman of the Unite: States Shipping Board. and Mr. Polk, counsellor for the etate Department, to represent the American Government. In reply. Mr. Philips said he Sat., 29th Sept. at 3 p.m. would put the facts before the Export Council. Probably Dr. Nansen will be asked to appear before the Export Council to state his'cise. Before calling on the State Department, Nansen declared, in an interview, that Norway was willing to barter ships in exchange for food. Before the war Norway possessed 3,000,010 tons of shipping: Ger- many bad destroyed 1,000, 00 and Norway required another million for her own wants.
