Negoti. ations are now in progress between officials of the British Admiralty, the American Shipp ing Board and the State Depart- ment to make such regulation effective in order to secure a reduction of the present pro.. hibitiva steamship rates. The regulation, of shipping rates will probably also be adopted by Ja- pan. The British representatives in the negotiations were Sir Thomas Royden, chairman of the Allies' Chartering Commis‹ico, and Mr. J. A. Salter, requisition- iņa director for the Admiralty. President Wilson has designated. Mr. Denman, chairman of the Unite: States Shipping Board. and Mr. Polk, counsellor for the etate Department, to represent the American Government.
