The work of reading over the press dispatches is being done by the Committee on Pablic Inform- ation, much of it personally by Mr. George Creel, the chairman. Mr. Baker explained that the plan worked out provided, however, that the opinion of Brig. Gen. Mo-Intyre, censor. for the War Department here, was sought where there was any doubt as to the advisability of publication.
Mr. Baker has made no effort to find legal authority for the establishment of the new censor- ship, he said, and does not intend to mk for legislation in that re- gard.
"The Secretary of War," he said," by unanimous consent, is empowered to take any steps necessary for the protection of American soldiers."
