In providing certain classes goods for South Africa, it was not necessary for Japan to wait until hosti ities began to oust the Ger- mans. In many lines of Kaffir truck. for example, the market was originally dominated by the United Kingdom. In the course of time German cheapness drove... cut the British article Thea: the Italians ejected the Germans, and finally the Japanese were left in possession of a very con- siderable portion of the trade. This is a kind of trade that Japan may readily told and extend, and there are other d partments of commerce in which its cheep Jabour will make competition difficult. Labour conditions may, for instance, help material'y in marketing low class cotton. goods and similar articles int constant demand by natives and Asiatics" in South and British-East Africa. Japan has recently imported large quanti ties of spinning machicery from the United Kingdom, and has also manufactù ed a good deal of machinery, ssthat a considerably increased output will shortly I make itself apparent. For this increased output South Africa will supply a large and ready" market, at any rate, while the war lasts; and it is hardly prób- - able that. Japan has made the recent large additions to its spinning, machinery equipment. with the demad occasioned by the war alone in contemplation. With characteristic enterprise, J-pan has recently, had a búsi» ness c «mmision in South Africa investigating local conditions.
