The British Nary Leigue entertained in London, recently the United States Ambassador, and the chairman and committee of the Navy League of the United States, and in the course of the proceedings the following message was read from the latter. body: "It is one of the most satisfying recollections that long before our Government declared war" our two leagues
were, exchanging brotherly geetings that were not hesitating to express our sentiments as to the Huns, and that we were making no fetish of neutrality. The British Navy will win the war, The British Navy League will largely share in the Navy's honours. We are proud to be working in harmony with you, and believe that organisations will be important factors in forming a great league for liberty." Sir Edward Cars proposing the health of the United Stats Navy. remarked that that particular function
very opportune, because it almost coincided with the arrival on our shores of the first instalment of the forces of the United States Navy that was going to act with us in the terrible task that was. before us. It was the laws of the chivalry of the sea that we were going to defend more and more in the future by waging this war. The United States Navy was to-day working in the most absolu e co-operation with the British Navy. which wou never be broken, at least till the enemy was crusted, and those. ties of co operation would not then be severed, because they had been cemented by many events which would have led to the liberation of humanity. He had been told of the efficiency of the great flo:illa that had been.. sent over to us. He believed in its absolute efficiency. No more important event in the history of the new world and the old ever happened than the arrival of this flotilla of destroyers in our waters. Side by side with our Navy, in commingling of the old Uniou Jack and the Stars and stripes, both havies were now engaged in a work of necessity which might have a far-reaching effect on the history of the relations of the great English-speaking race. It was a recognition of the fact that " the old world and the new world were engaged in promoting, so far as the occans were concerned, one great common ideal-the love of liberty of procress. and the determination. to beat the azgressor: We were now Tut together to preserve the real freedom of the seas, and we want to do it. (Applause.) Nothing could be more terrible in the de- velopment of this war than the doctrine of piracy and plunder-as

should be regarded as the methods o'ssvages and the negation of the "first principles of civilisation. In face of these practices wondered whether any progress had been made in the advance of civilisation, and in view of this latest härbarism, whether we had progressed at all. The most spairing element of all was as to how there outrages were to be prevented in the future. The Hague Conventions had been nothing but traps to the unwary, (Hear, hear.) When we entered again into treaties we must be certain that the signatories would carry out the assurances which they had given us, so that we might see that the peace of the world was assured. Proceeding, Sir Edward said that he despised his political critics in the middle of the war. There were critic who had been disapmited, there always would be grumblers and Prowlers, but he should like to point, cut that the work of the Navy was dode silently and courageously, and in the story of the British Navy there never was a time when greater heroism or
